Decision making was not centralized in the PMO in previous governments Montek Singh Ahluwalia says that in a coalition government, centralized decision making does not happen. The Prime Minister may decide to run certain things by himself. But otherwise, ministers are responsible for decisions in their ministries. The PM can overrule his own party ministers but probably not ministers belonging to coalition parties.
